Registration
All bidders must register through HiBid prior to participating in any Washington Surplus auction. Registration is free and requires a valid email address, phone number, and billing information.
How to register
- Visit washingtonsurplusinc.hibid.com and create a free HiBid account.
- Complete your bidder profile including name, address, and contact information.
- For certain auctions, bidders may be required to submit a valid credit card or deposit prior to gaining bidding access. This requirement will be noted on the individual auction listing.
Washington Surplus Inc reserves the right to deny registration or revoke bidding privileges at its sole discretion.
Preview & Inspection
Preview dates and times are listed on each individual auction on HiBid. Bidders are strongly encouraged to inspect items in person prior to bidding.
Preview takes place at our Richland warehouse. Please confirm the current preview schedule for each auction, as dates and availability vary. Staff may be available to answer questions about specific lots. Items are not held or reserved during the preview period.

Bidding
All bidding takes place online through the HiBid platform. Washington Surplus Inc does not offer in-person or phone bidding unless specifically noted on an individual auction.
Auction format
Auctions run for a set period and lots close on a rolling schedule. If a bid is placed within the final few minutes of a lot closing, the closing time will automatically extend to allow other registered bidders to respond. This anti-sniping feature is standard on the HiBid platform.
Bids are binding
All bids placed on HiBid are legally binding offers. By placing a bid, you agree to purchase the item at that price plus any applicable buyer's premium and taxes if you are the winning bidder. Bid retraction is not permitted except in cases of demonstrable technical error, and only if reported immediately to [email protected].
Payment
Winning bidders will receive an invoice by email following the close of each auction. Payment is due in full within the timeframe stated on the individual auction, typically within 24 to 48 hours of invoice receipt unless otherwise specified.
Accepted payment methods
- Credit card or debit card through the HiBid payment portal
- Cash (in person at our Richland location)
- Cashier's check or money order made payable to Washington Surplus Inc
Personal checks are not accepted. Wire transfers may be accepted for large purchases by prior arrangement. Contact us before the auction closes to make arrangements.
Items will not be released for pickup until payment is received in full. Failure to pay within the required timeframe may result in forfeiture of the items, loss of bidding privileges, and recovery of costs incurred.
Removal & Pickup
Pickup is available at our Richland warehouse during the removal window posted on each auction. All winning bidders are responsible for removing their items within this window. Contact us by phone or email to schedule a pickup appointment if required.
Buyer's responsibility
Buyers are responsible for providing their own labor, tools, and transportation for removal. Washington Surplus Inc does not provide packing materials, loading equipment, or shipping services. Buyers must leave the premises in the same or better condition than when they arrived.
Items not removed within the posted removal window will be considered abandoned. Washington Surplus Inc reserves the right to charge storage fees, dispose of abandoned items, and recover associated costs from the buyer. No refunds will be issued for items not picked up within the deadline. If you anticipate difficulty meeting the pickup deadline, contact us as early as possible. Extensions are granted at our sole discretion and are not guaranteed.
Condition & As-Is Policy
All items are sold strictly as-is, where-is, with no warranties expressed or implied. Washington Surplus Inc makes no representations as to the condition, fitness for a particular purpose, merchantability, or operational status of any item.
Descriptions and photographs are provided as a courtesy and are believed to be accurate, but buyers should not rely solely on descriptions when making bidding decisions. It is the buyer's sole responsibility to inspect items prior to bidding and to satisfy themselves regarding condition, completeness, and suitability.
All sales are final. Washington Surplus Inc does not accept returns or issue refunds after an auction closes, regardless of condition or circumstances, except in cases of material misrepresentation as determined solely by Washington Surplus Inc.
Vehicle disclosures
Vehicles may be sold with or without titles. Title availability will be disclosed in the auction listing. Buyers are responsible for verifying title status, odometer readings, and any other registration requirements with the Washington State Department of Licensing prior to bidding.
Disputes & Defaults
In the event of a bidding dispute, the decision of Washington Surplus Inc is final. We reserve the right to cancel any bid, re-open bidding on a lot, or withdraw a lot from sale at any time prior to delivery of the item to the buyer.
Default by buyer
A buyer is in default if they fail to pay within the required timeframe, fail to remove items within the removal window, or otherwise fail to comply with these policies. In the event of default, Washington Surplus Inc may pursue any or all of the following:
- Forfeiture of any deposit held
- Permanent suspension of bidding privileges
- Re-sale of the item and recovery of any deficiency from the defaulting buyer
- Legal action to recover unpaid amounts and associated costs
Consigning Items for Auction
Washington Surplus Inc accepts consignments from government agencies, businesses, and private individuals. If you have surplus equipment, vehicles, or other assets you would like to sell through our auction platform, contact us to discuss your options.
